What Is the Provincial Nominee Program?
The Provincial Nominee Program (PNP) allows most Canadian provinces and territories to nominate individuals who meet their specific economic needs—such as skilled workers, business people, students, or semi-skilled workers—for permanent residency. Once nominated, applicants apply to Immigration, Refugees and Citizenship Canada (IRCC) for PR status.
Nunavut and Quebec do not participate in PNP—Quebec runs its own system.
Each province and territory designs its own streams and criteria to suit local needs.
Two Main Application Paths
- Express Entry–Aligned PNP (Enhanced Nomination)
- You must be eligible for one of the three federal Express Entry programs: FSWP, FSTP, or CEC.
- Apply to a province that supports Express Entry streams. If nominated:
- You earn 600 additional CRS points, practically guaranteeing an Invitation to Apply (ITA).
- Accept the nomination within 30 days in your Express Entry profile.
- Base PNP (Non–Express Entry)
- Apply directly to a province’s base stream.
- Once nominated, submit a regular PR application online via the Permanent Residence Portal. Forms include IMM 0008, Schedule 4, and supporting documents.
Which Provinces & Territories Offer PNP?
All except Nunavut and Quebec have PNPs, including:
- Alberta
- British Columbia
- Manitoba
- New Brunswick
- Newfoundland and Labrador
- Northwest Territories
- Nova Scotia
- Ontario
- Prince Edward Island
- Saskatchewan
- Yukon
What Documents Are Typically Required?
Exact requirements vary by province, but generally include:
- Language test results (e.g. IELTS or CELPIP)
- Educational Credential Assessment (ECA)
- Employment references or work experience proof
- Settlement funds evidence
- Civil documents (e.g., ID, marriage certificate)
- Proof of intent to live in that province
Some provinces also offer special streams for healthcare professionals, international graduates, or entrepreneurs.
