What Is the Start-Up Visa Program?
Canada’s Start‑Up Visa targets immigrant entrepreneurs who have innovative business ideas with the potential to create Canadian jobs and compete globally. The program allows you to immigrate as a permanent resident, provided you meet specific criteria.
Who Can Apply?
- You can apply alone or as part of a team (up to five owners).
- To qualify, you must have a “qualifying business”:
- Each applicant must hold at least 10% of voting rights.
- Together with any supporting designated organization, you must control more than 50% of voting rights.
- The business must be incorporated in Canada, with entrepreneurs actively managing it from within Canada.
- You must secure a letter of support from a designated organization—one that is authorized as a venture capital fund, angel investor group, or business incubator.
- Meet minimum language requirements: Canadian Language Benchmark (CLB) 5 in English or French (listening, speaking, reading, writing).
- Show that you have enough money to support yourself (and dependents) after arriving—and this cannot be borrowed. Minimum amounts are updated annually based on family size.
How to Apply – Step by Step
- Prepare your pitch and secure support from a designated organization, receiving a Letter of Support.
- Apply online through the PR Portal (the Start‑Up Visa is called the Start‑Up Business Class in IRCC terminology).
- Include required forms (Generic Application Form IMM 0008 plus Schedule 13 for business immigration) and supporting documents.
- Pay necessary fees, which include the processing fee, Right of Permanent Residence Fee, biometrics ($85 per person), language tests, police certificates, etc.
- Submit your application and then provide biometrics (if you’re between 14 and 79) within 30 days of the request.
- Optionally, apply for a temporary open work permit while your PR application is under review—if your business provides significant economic benefit and you meet financial requirements.
- After approval, you’ll receive a Confirmation of Permanent Residence (COPR) and can begin settling in Canada.
